An Excel .xls file with entries in the properties (Topic, keywords and 
comments) is properly opened in Calc - you can see the corresponing properties 
entries in the Properties-Dialogue of Calc.

If you now save this .xls file with Calc, the properties are lost for Excel. 
Excel does not show any properties for this .xls file anymore. Astonishingly 
reopening the corresponding file with Calc shows the properties again.

Something with the properties is screwed for Excel.

Confirmed in OOo-Dev_OOO300_m3_en-US on WinXP.

But it can be simplified as the following one.
To reproduce:
1 Create a new Calc file
2 File -> properties, properties of ... popups,
3 select Description tab, then input some characters 
  into the box(Title, Subject, Keywords, Comments)
4 File -> Save as *.xls, close the *.xls file
5 Reopen this file with excel
6 In excel, File -> properties, Description tab

Result:
Excel does not show any properties for this .xls file anymore.
But OOo Calc can show it very well.
