Error bar values below 0.1 cannot be entered in the Constant value field of the Data series / Statistics properties tab. Any value below 0.1 entered in 
the field resets automatically to 0.1.

If any value below 0.1 could be entered it would help a lot!

After asking colleagues their opinion, I discovered that the
inability of OOo Calc to deal with error bar values below 0.1
may perhaps be a major obstacle to the adoption of OOo as a 
standard academic/scientific tool.

This is a bug, which needs to be fixed. ->accepted and set issue type accordingly

Fixed in CWS chart07.
The amount of decimal places is now dependent on the minor step width size of
the y axis.
The minimum is one decimal place.
