Automated test: framework/basic/f_basic_extension_identifiers.bas

The sample extensions legacy/identifier.oxt and explicit/identifier.oxt can be
installed multiple times.

Here's the manual reproduction

Use Windows with a user that has administrator rights. Please note that the
SunSearchToolbar was not installed.
- add explicit/identifier.oxt, install for local user only
- add legacy/identifier.oxt, install for local user only
- add explicit/identifier.oxt, install for *all* users
-> You end up having *four* extensions listed

- remove all four extensions
-> when removing the fourth extension the office crashes.

Allowing the user to install the same extension for both himself and all should
not be possible.

Since this results in a crash i increase the priority to 2.

I just noticed that when you have the four extensions listed you can reinstall
those extensions, adding two more occurrences of identifier.oxt to the list each
time.

Change target to 'OOo 3.0', because it is integrated m14 (before OOo 3.0 Beta
Refresh).
