Conditions:
The Formatting Toolbar is docked.
The spreadsheet window is not maximized.
Reduce the horizontal size of the spreadsheet window until icon(s) move from the
visible portion of the Formatting Toolbar to the toolbar's dropdown list.

Clicking on these icons when they are in the dropdown list fails to pop up the
icon's chooser: Borders, Background Color, and Font Color.

Workarounds exist - resize the spreadsheet window or reorder icons in the
toolbar so that they appear in the visible portion of the toolbar.

Reroduce it in DEV300_m28_EN on WinXP.
Besides Borders, Background Color and Font Color, Font Size has something in 
common. 
So, please confirm it again in the latest build.

The problem occurs in the Writer app in version 3.2.0 on Ubuntu 10.04.  Also, the problem occurs with the Apply Style and Font Size buttons.  Basically, anything that requires a popup or dropdown does not work (or works differently) when the window is too narrow to display that button on the regular toolbar and you access it from the dropdown menu at the end of the toolbar instead.
