Why, when applying Conditional Formatting, does the recipient cell become
visually "center justified" instead of retaining the original horizontal
placement as defined by the "Number Style", & the cell's borders become
invisible on the screen?

If it will help, I'll gladly attach the relevent areas of my spreadsheet to an
email... but I don't see any way of attaching anything to this message.

Horizontal alignment and cell borders are preserved when conditional formatting is applied in Rev. 1458937 Win 7.
