open a new doc, insert a rectangle and click "add" for a custom animation. Click
on an animation and click OK to close the dialog. Click  the change button: now
the speed field is greyed out until one of the animations is clicked upon.

This is a problem of wrong initialization order.  The state of the speed field
is determined (and disabled) before the current animation is selected. 
Selecting it later does not lead to a call of 
CustomAnimationCreateTabPage::implSelectHdl (maybe it is only called for GUI
interactions).
