Actually I am using 300m7 build 9293, which is not listed here.

Thye Extension Manager crashes as soon as I click on the Add.. button.
(Sometimes it pops up a warning to close all OOo instances.)

There are other bugs on this (deemed duplicates of each other), but all of them
mention that the user is able to browse for extensions. Here OOo crashes as soon
as I click on the Add... button.

P.S. 

I have another observation that may help:

If I browse to the addon in Windows Explorer and double-click on it, the
Extension Manager pops up and installs the addon without any problem.

To conclude, the Extension Manager still works as a whole, but some process
launched by its Add.. button has some issue.

a DEV300m7 i spretty old taken all the changes that have been introduced in the
last builds.

Could you please try again with a recent developer snapshot?

I'm not able to reproduce your problem on recent builds.

Setting priority to 2 and target to 3.0. We need feedback pretty soon, otherwise
i have no choice than to move the target to 3.x
