In large areas the i18n documentation is too terse. For example there is no
explanation what Collation is at all, many values for NumberFormats are not
documented or just way too terse. Please skim through it and extend the
documentation where neccesary, before I can get into details here. Thanks.

Actually, this belongs to bustamam@openoffice.org, but though this account can
commit, it cannot receive issues.
