User selected default cell formats

I start with a blank spreadsheet. If I enter something that looks like a date, it gets reformatted: eg entering 1 jan 2000, results in the cell showing 01/01/00. I would like to have control over which edit mask is used as the default, eg set up D-MMM-YYYY as my preferred format. I know I can change the format afterwards, but would prefer that all the dates I enter start off in my preferred format. I want to be able to set my preferred default for any one of the Format Cells / Numbers / Categories, e.g. set up the default so that "currency" showing negative numbers in black, and times don't display the seconds part of the time i.e. HH:MM rather than HH:MM:SS as at present. I'm guessing this might be best done in association with the Template file I'm guessing this could be of advantage also to dealing with any regional differences in displaying cells.
reassigning features and enhancements to user requirements@openoffice.org which will be the default owner for those tasks (was introduced some time ago)
