In OpenOffice 3.0 Beta the Draw application cannot open an existing drawing file
with File-Open when its full file path contains an accented character .

Are you sure it is only draw and not every application?

This bug is not only aplies to Draw, but also other 3.0 apps. I have tested
Writer, Impress, Calc and Math to have the same behaviour.

In addition, this bug not only applies to reading files, but also to writing:
- When trying to open a file, OpenOffice gives error that files does not exist
- When trying to save a file, OpenOffice crashes (no longer responds)

Additional info:
- My OS is Windows Vista 64 bit Ultimate UK-English
- Folder for tested files is C:\Users\Corné\Documents

(Note: after finding the bug in Draw last weekm I uninstalled the beta, because
I use OpenOffice for work. Sorry I have not explored the full range of the bug
at that time)

I checked with "3.0.0 Beta Multilingual version English UI WIN XP: [300m2
(Build9301)]" - OOo dialogues - and can NOT confirm the reported effect.

My Filename: ...\Imfowzíaìbîc\Imfowzíaìbîc.odg

I tested:
1. open new DRAW document
2. Menu 'File -> Open' (OOo dialogues selected in menu 'Tools -> Options -> 
   OOo -> General'
3. Browsed path structure for a.m. document
4. Selected document with double click
   expected: OOo will open document
   actual: as expected

OOo 3 Is not my "Standard OOo", 3.0 is installed parallel to 2.4.0

Vista-specific?

Same Result with "C:\Users\Corné\Documents"

I also have 2.4.0 installed in parallel with 3.0 Beta, but with 2.4.0 as default.

I manulaly have configured the default program for .ods files to be the 3.0
beta, for the following test:
 
- when I double-click an 2.4.0 .ods spreadsheet in explorer, no problem
- when I try to save that file: "The object cannt be accessed due to
insufficient user rights"
- when I try to open the same file from 3.0 with File-Open: "File does not exist"

Sounds like a Vista-related problem to me

I have exactly the same behaviour as in Issue 89095.
So, I would agree to label 90544 as a duplicate of 89095.

Same issue as 89095.
Seems that only vista is affected.
As a workaround use OOos own dialogues for opening and saving files.
