Leading hyphen shall not be cut from text at line break

Follow-up of issue 83229 A string like "Freizeitsport, -verhalten und -kosten" will put "-kosten" into the next line, but if you continue to shift the string (by adding "iii" in front of it), then the hyphen jumps back tu the first line. I will attach a bugdoc and screenshot. SBA->Karl: As discussed, this is for the second case I described in issue 83229 and is is an "independant fix".

Added keyword "regression". This was OK in OOo 2.3/SO8_u7 (680_m18 build 9161). Put MBA on CC.
SBA: Note: With the fix for issue 83229 in CWS i18n41, the leading minus in front of numbers behaves similar. It goes down with the number, but comes back up when the minus is the very on ly character that fits into the upper line.
KHONG->SBA, target it to 3.1, if you consider it as showstoper for 3.0, please re-target it.
SBA->Karl: I do not regard this a OOo 3.0 Showstopper. Target 3.1 sounds OK unless "someone" speaks up. :-)

SBA: Verified in CWS i18n45. SBA->Karl: I noted that the "Case 2" from the bugdoc (Hyphens around the hyphen-led string) is unchanged. It still brakes like this "- kosten". I will write a new issue for that.
Case one is verified in DEV300_m40. Case 2 will be treated in another issue - Closing - Sophie
