(with OO configured in millimeters)
in the paragraph or in the table dialog, in the shadow style, the distance box
accept only values increments by 5 millimeters up or down around 4.9.
i.e. you can put 4.9 or 9.9 or more by 5, but not 1 or .4 millimeters.

On the border tabpage the shadow
- has different (too large) default of 4,9 mm which cannot be decreased by UI
(was formerly 1,8 mm)
- will always be measured in mm whatever you enter in
Tools.Options.Writer.General or View.
