Following scenario:
A debian based system has an rpm available.
-> Java GUI Installer should install Office with rpm mechanism
Problem: The rpm database is empty, even /bin/sh is not registered. (perhaps
even an initdb is necessary to create the empty database). All RPMs with shell
scripts have a dependency to /bin/sh, and therefore the installation fails.
Workaround:
1. Create empty database and fill it with /bin/sh  (fake)
2. Install extensions with "--nodeps". 
3. Do not support installation of RPMs on debian based systems.

After integration of cws native185 (task i92713) the installation on Debian
system with user privileges is possible, if a rpm is available. Because of the
increasing number of package dependencies and the creation of a new rpm database
in installations with user privileges, for this special installation I added the
process of database-faking. The first installed package is
openoffice.org-userland.rpm, that writes all required dependencies in the
user-rpm-database.
