One thing I noticed is that opening a .sxc or .ods ODF spreadsheet the
preference for Calc has the option "Enable regular expressions in formulas" uner
"Calculate" checked (or maybe that is saved in the file?). Opening a .xls
spreadsheet that is never the case so I have to enable it always when I open a
.xls spreadsheet using regular expressions.

I became aware of this different behaviour when I switched back to using .xls
for a spreadsheet that I originally created in the OOo 1.x .sxc format. So I
guess this "feature" exists since the early 2.x versions when I started using
.xls instead of .ods

I don't know if checking this option causes problems with .xls spreadsheets  but
if that is not the case I would suggest to use the same default preferences as
with ODF spreadsheets.

Excel does not know regular expressions, that's why the option is switched off
when importing an .xls file. This will not be changed. We'll need a third option
to support simple wildcards like Excel uses, which issue 32344 is about.
