HTML does not match DOCTYPE

The DOCTYPE declares that the page is using HTML 3.2; however, it uses invalid HTML if HTML 3.2 is correct. See <http://validator.w3.org:8001/check?uri=http%3A%2F%2Fwww.openoffice.org%2F> for details of the errors. I believe most of these errors are in the site template/build process.
brant what do you want me to do? rather than file issues against the www project, why don't you file them against the website project? that's the proper place for issues like this. As well, we can explain there why somethings are what they are. louis closing wontfix (I know it is wrong, but I can't fix it; and we are upgrading fairly soon, too: next year) lsp
