Since DEV300_m29 the DEV300 codeline should identify as 3.1

Things to change: about dialog (PB), startup screen (STS), version information (IS)

Accepting issue.
About dialog is updated automatically by my change of version number -> no todo
for PB
Bitmaps do not contain version number -> no todo for STS
New URNs required -> todo for MD

AboutBox bitmap shows still 3.0, but this is not the final version of the bitmap
in m30. Concerning to STS this is fixed by introduction of new bitmaps, that
contain no minor.

Has been fixed but meanwhile we have had issue 98168.
