For the OOo 3.0/StarOffice 9 release the update test for extensions has been
removed because the shared extension which came with the product has been
removed. The prior update test needed this extension.

Provide a new update test that works on any shared extension delivered with the
product (we ship spellcheckers, i believe) and takes a  more resource test like
approach.

I need to implement a function that determines whether we are running the office
as a regular user (with no rights to write to the office shared layer) or as
administrator. The latter would allow for some more extensive tests as it
enables removing and disabling/enabling shared extensions.
