As Language Packs are not installed properly, we can not select language for UI.

I tried "ja" and "de" language packs:
- OOo-Dev_OOO300_m3_Win32Intel_langpack_de.exe
- OOo-Dev_OOO300_m3_Win32Intel_langpack_ja.exe

OOO300_m3 installation creates three folders under "Program Files" such as:
- "OOo-dev"
- "OOo-dev 3"
- "OpenOffice.org"

"OOo-dev" and "OpenOffice.org" have a folder called "Basis 3.0".

Language Packs are installed under "OOo-dev\Basis 3.0" as you can see "ja" and
"de" folders under "OOo-dev\Basis 3.0\help" for example.

But you can see "en" folder under "OpenOffice.org\Basis 3.0\help" but you will
not find "ja" or "de" folders there.

Is this why we can not find "Japanese" and "German" in the dropdown list of
Language of UI at Languages <- Language Settings <- Options <- Tools?
