vertical spacing depends on number of lines

In Spacing.odt: Parags A and B have the same style (Numbering 4), same spacings; Parags bbb and eeee have the same style (First line indent), same spacings; Yet, there is more space between cccc (Numbering 4) and eeeee (First line indent) than between aaaaa (Numbering 4) and bbbb (First line indent); apparently, because A has 2 lines while B has one. Is this normal? It looks odd.

MRU->FME: see attached document; though the attributes are the same (line spacing and paragraph spacing), the spacing in the document looks larger between "cccc..." and "eee...." than between "aaa..." and "bbb...". Could you please have a look? Thanks.
