Selecting geographically near mirrors

The download via a bouncer link like http://download.openoffice.org/ is slow when the bouncer selects geographically far mirrors. As it stands now, the bouncer seems to select mirrors randomly without consideration of geographical distance between mirrors and users. In my personal experience, the bouncer never selects mirrors in Japan despite ten or more downloads of OOo Japanese edition. Identifying the geographical location of downloading clients may be difficult, but localization information may help solving this problem. Most people who want to download a localized versions live in a certain region, I think. For example, the people who want to download OOo Japanese version mostly live in Japan. Therefore, in the case of Japanese localized edition, the bouncer should give high priority to mirrors in Japan and give low priority to mirrors in the other side of the globe . For some languages like Portuguese and Spanish which are spoken in some separate regions, the bouncer should select mirrors not in Asia regions by giving them low priority and this priority control avoid at least downloading from extraneous regions. This solution may help reducing much download time of localized versions except world wide languages like English.
