Add "Arabic" to language list box

This is from discussion at i93555. With OpenOffice.org 3.0.0., after installing "ar" lang pack, you can use Arabic UI by selecting "Arabic (Egypt)" from the language of UI list box. This may be a bit frustration for some Arabic people living in other countries than Egypt when they want to use Arabic UI and they have to select "Arabic (Egypt)". Please add "Arabic" to the language of UI list box.

As already mentioned in issue 93555, this would be not just adding an entry to the language list box, but also a mechanism to suppress it everywhere except in UI language selection, as we do use the same list box content for all places where locales are to be selected. Not sure if implementing that fits into the schedule of my other work for OOo3.1, but I can try.
@er: I don't see a need to implement a mechanism to suppress some languages in locales selections. The Arabic entry would be neutral or better would hold our future Arabic euro settings.
@munzirtaha: Well, you named it already ;-) a language is not a locale. When assigning a locale to a portion of text or with a cell format, representation of numbers, currency, dates, outline numbering and other may vary between different regions/countries, even if the language is identical. In these contexts it does not make sense to offer a language without regional information.

This issue is closed automatically. It should be fixed in a version with is available for longer than half a year (OOo 3.1). If you think this issue isn't fixed in the current version (OOo 3.2) please reopen it. But then please pay attention about the field 'target milestone'.
