Start a numbered list, click "decrease indent" button -> the tab position in the
list attributes will not be correctly adapted

Hm... That is a little bit complicated.

The "decrease indent" and the "increase indent" buttons changes the indent
attributes at the current paragraph respectively at the paragraphs in the
current selection. Also adapting the list tab position of the corresponding list
level attribute of a potential applied list style would cause an effect on all
paragraphs, which apply the list style and are on the same list level.
Thus, I think it does not make sense to adapt the list tab position, too

I compared with a competitor... there, the "increase / decrease" buttons affect
the current level of the paragraph. I do not think, that this is intuitive... we
should not copy this behavior.
IMO, if one works on a list, I can imagine, that he intends to change all
indent/tab settings of a list level by using the indent-buttons... 
FL, OD, what is your opinion about that?

This would be similar to the "increase/decrease" effect of TAB/SHIFT-TAB at the
beginning of the first list item of a list. Right?
Sounds reasonable to me.

From my experience users expect to change the numbering level with the
increase/decrease buttons (because MSO does so) and not to change the paragraph
indent. Both buttons don't have an useful effect in OOo in such cases, because
the standard tab positions don't fit to the level positions of the numbering.
Furthermore, clicking "decrease" and after that "increase" the indent will be no
more at the old position.

So I would suggest to change the behaviour of the increase/decrease buttons, if
the cursor is placed in a numbered paragraph. The buttons should change the
numbering level in this cases (similar to "Promote/Demote one level" buttons).

I'm not sure, if someone will miss the old functionality, may be this should
stay available as well. Would it be possible to get the old behaviour by
pressing e.g. ctrl when clicking the buttons?

MRU->FL/OD: good have now feedback from the "user's ear" ;-)
IMO it is reasonable to map the "decrease / increase indent" buttons to "promote
/ demote level" function if users expect this and are used to this.
