Z-index (which image is shown on top of the other) is forgotten in some
cases when file is saved

1) Open e.g. this page - http://photos.nafai.org/image/29637

2) Create a new Label document (File/New/Labels)

3) Drag the image from the website into one of the cells

4) Make sure the image is Anchor To Paragraph

5) Create a shape, e.g. an arrow, from the Drawing toolbar and make sure
it overlaps the image and is in front of the image.

6) Save and close document

7) Open document. The arrow is now behind the image.

Cannot reproduce this from the scratch. Could you please attach your document,
there must be a little thing which is different in creating the document.
