An option to disable page/heading tooltips while scrolling

When using mouse wheel to scroll through a writer document with chapters, headings or other kinds of sections, the current section name pops up as a tooltip next to the mouse pointer. Unfortunately, this is exactly the where the human eye is trying to read the document text. The tooltip gets in the eye's way. Navigating by scrolling becomes thus much more difficult than it should be. There is no way of disabling this annoying feature without disabling tooltips altogether. I would like to have the option to disable mouse wheel originated tooltips without having to disable all tooltips. This should ideally be set using a checkbox in the options->general sextion, right next to 'extended tips'.
This issue is especially problematic when dealing with bidi text. The tooltip appears to the left of the cursor. When working with an rtl document or section this means that the tooltip hides all the text coming AFTER the pointer, not before it, which is uncomfortable. Since switching the position of the tooltip on the fly according to directionality of the section hovered over is not practical, I think that a method to disable the automatic tooltip upon mouse scrolling is the way to go.

The tooltip can obscure text when zoom >= fit width and heading text is longer than page margin. this tooltip should be canceled - heading text is useless and page x of y is available at bottom status bar. Rev. 1516794 Win 7
