Whereas changing the language (ie English USA to English UK) of a paragraph does
not - this is correct behaviour - mark the whole paragraph as changed, doing the
same thing for the whole document does - incorrect behaviour - things rather
differently.

Given a base document, with tracking on, the original text is black and the
first set of changes come through in that brown-yellow colour.  The second set
of changes are in blue.  If you key Ctrl-A and change the language, then all the
original text goes blue, but the 1st set of changes stay brown-yellow.

Either everything should have gone blue, including all the first set of changes,
because their language has chanhed (I think this is highly undesirable, because
a change of language that doesn't change any of the text shouldn't be marked),
or all the original text should have stayed black because a change of language
hasn't altered any of the text.

I don't really understand your description:

If you change the language for a whole paragraph by selecting it, the whole paragraph will be marked 
as changed which is correct and consistent with behavior of the change tracking when selecting the 
whole document.

Plus:

A change of language though invisible IS a document change. Thus it should be tracked.

Either I didn't understand what you mean or this issue is invalid.

I disagree with your assessment of whether a language change should be marked.

HOWEVER, that aside, if you are going to mark it, then you must be consistent.

Open document in track-changes mode; original text in black.  1st set of changes
on brown-yellow; 2nd set of changes in blue.  If, as part of the second set of
changes, you change the language of a paragraph that was added in the 1st set of
changes, it remains brown-yellow and is not marked as deleted or modified.

1) To mark or not: feel free to disagree but without arguing your point of view,
there's not a lot of chance that change mine :)

2) I still don't understand your description which is too general and refers to
colors (which are user dependant) and not to actions.

Please upload a sample document with the start situation and add a step by step
description of what you do, get and expect.
