Can reproduce it in Draw and Impress with Dev300m37 on Windows and OOo300m9 on 
Ubuntu

How to reproduce it
1 Create a new Draw or Impress document
2 View - Toolbars - Form Controls, add one or more controls object at will to 
the new document
3 View - Toolbars - Form Design, slect a control inserting in the document, 
click 'Position and Size' button continually, about 20 times on Windows, more 
times on Ubuntu

Result
Clicking 'Position and Size' button many times, there are too many 'Position 
and Size'  dialog. And do it like this can make OOo crashed.

Expectation
Clicking 'Position and Size' button one or more times, there is only 
one 'Position and Size' dialog

Reproducible. Reassigned. Works in 2.4.1.

Does not happen with form controls only, but also with ordinary shapes. Also,
this is not limited to the form "Position and Size" dialog, but applies to all
modal dialogs opened by clicking a toolbox item.

Conclusion: Impress/Draw has a more general problem: Opening a modal dialog
still allows to operate toolboxes.

The modal bug on controls also appears:
- in Writer and Calc on 300m9 on Windows XP
- in Calc (not Writer) on DEV300m37 on Windows XP

Totally right. I have check other shapes in Drawing Imress and Clac. E.g. 
Insert - picture - From file to insert a picture, View - Toolbar - Picture to 
show Picture Toolbar, select 'Filter' Toolbox and click 'Posterize' ( or 'Aging'
, 'Relief', 'Mosaic') twice, then hit 'OK' on the 'Posterize' dialog, OOo 
crashes at the second times.

Conclusion: Not only in Drawing and Impress, but also in Calc, if there is a 
modal dialog, this issue is likey to happen
