As the file officecfg/registry/data/org/openoffice/office/Accelerators.xcu
showed ... not all XCU files contains localization data. Further marking every
entry inside those file as "x-no-translate" increases the file size ... and at
least the tool runs over the file ... but there is nothing it should do there.
For me it seems we need a further option to mark complete files as "do not
translate".
