First start OpenOffice Calc with a blank document.
The Border (the limit, for the paper, the printable area) is missing.

When i go to Format->Page, it's possible to activate the "Umrandung"(german),
border (english?). 
But when i close openoffice (after saving), the border is missing again.
I can't solve the problem even when using "Dokumentvorlage"(german). (english:
document style sheets?)

Everytime when i restart openoffice, the border is missing. Can anyone
reconstruct this?

Not a bug.
Better control on display of page borders is required.

Suggestion:
Tools - Options... - OpenOffice Calc - View - Visual aids -> add check box "always display page border".
