In Draw page up and page down will always jump an entire page.  In Writer it
will jump in small sections of the page instead.  This is what I expected Draw
to do instead.

Because of this, its hard to move around in drawings with the keyboard. Up/down
keys only move in small increments.

Also I just think its confusing that the two apps work differently in this respect.

Sorry, no defect but an enhancement. Works as designed. Reassigned.
