option-command-T 
is bound to: 

Show or hide the Character Palette

= Bug =

In Calc and in Writer: 

* Character Palette does not appear.

confirming, reassigning to macport

Finder doesn't open the character palette either since there it that combination
is mapped to another action (otherwise clicking the destop, using the shortcut,
switching to OOo would be a nice workaround). Works when switching to terminal
or similar.

(not only Calc or Writer, but whole OOo is affected)

Probably you need to register somewhow to tell Mac OSX that you support the
character palette.
