Tab in unnumbered footnote paragraph does not position on indent anymore

In a writer document I have footnotes with more than one paragraph. I used tabs to align the first lines of the second and following paragraphs with the general indentation of the footnote. There are no tab stops set for the footnote paragraphs. Up to OOo3.0.1 the tab aligned with the indentation set for the paragraph (before text 0.5cm, first line -0.5cm). In OOO310_m1 the tabs don't align with the paragraph indent anymore. Attaching screenshots.

MRU->OS/OD: just insert a footnote. In the footnote text just create a new paragraph and enter a tab -> it does not stop on the indent, it looks for the first default tab. Worked fine in OOo 3.0.1. OS, please have a look at first as long as OD is absent.
Not that I know the reason for this change yet but the workaround is to set a tab stop at the position of the indent.
Issue 89181 introduced a compatibility flag related to the handling of tab stops in numberings. With issue 94187 this has been fixed to work correctly with Word export. I reassign this issue to od as he'll know how to fix it correctly.
defect cause: fix for issue 94187 is wrong. The compatibility option has to be evaluated only for paragraphs in lists. fix in progress in cws sw31bf06
