In build 142:
1. Open Project Options window.
2. Open the Workspaces bransch. Each Workspace shows the "Toolbar Configuration" 
to be "Debugger" even though it should be "Standard" (except for the Debugging  
Workspace). However, once changed this field shows the correct valu until the 
next time Netbeans is started. For example:
3. Change the value to be "Standard" and nothing happens (this is as it should 
since the toolbar is in standard mode.).
4. Change the value back to "Debugging" and the toolbar hides the widget 
palette.
5. Change back to "Standard" and the toolbar matches the value.

This bug was misfiled on the experimental 
workspaceswitcher module. Reassigning to Core.
I think it's already been fixed.
