The components in the Palette all have the following tooltip: "Click, drag, and
drop onto the design canvas." To be consistent with other IDE features (such as
the BPEL Designer), each tooltip should instead be a concise description of the
component.

Here are my suggested tooltips:

Partner Link Type
Defines the conversational relationship between two services

Message
Defines data being transmitted

One Way
Operation that receives a message as input

Request-Response
Operation that receives a message as input, and sends a message as output
