[release32 apr 5] When starting the IDE and the Upgrade wizard appears, the red
text at the bottom of the screen "If you want to upgrade..." is truncated; only
the right half appears. (Linux JDK 1.3 1024x768) The panel should be improved to
wrap this text to accommodate different sized wizard dialogs.

P2 because it makes a poor first user impression, not because it is serious.

Both top and bottom texts in Upgrade Wizard panel are wrapping to next line when 
 panel gets resized.

Fixed in dev, 3.2
