For creating a portlet or portlet filter,we should select the application ,right click and choose 
New->Other and then choose the file type.

Instead it would be great if the portlet and portlet filter option appears when 
right clicking the portlet application and clicking New.

The first time user needs to go to New > Other and then choose file type. But once it is done, then Portlet and "Portlet
Filter" option automatically come to New >
