Please, provide steps to reproduce. Did you disable any module? What version of IDE do you have? (Java SE, Web & JavaEE,
Mobility, Ruby ???)

Happened to me just now, with daily build. P2 since I cannot open IDE Options dialog.

Product Version: NetBeans IDE Dev (Build 20110520-c9ae9b0fcd7c)
Java: 1.6.0_24; Java HotSpot(TM) 64-Bit Server VM 19.1-b02

Which configuration/distribution of NetBeans is that?

Works for me with full distro.
