[ JDK VERSION : 1.5.* ]

When right-clicking a subtask in the User Tasks module, there are
"Move Up" and "Move Down" menu items, which work correctly. However,
the menu lists keyboard shortcuts for this (Ctrl-Up, Ctrl-Down),
which do not work.

I am sorry but I don't know what you mean by "User Tasks module". Is it part of IDE or is it some plugin? Could you also
attach a screenshot, please?

User Tasks module is part of standard distribution (category Task List).
Visible after module installation by Window / Other / User Tasks.
