I got this complain from community member in Japan.

I'm using NetBeans 6.1 without network connection.
Help -> Check for Updates always says

    "Your IDE is up to date! There are no updates available."

But it's not useful message. Because IDE didn't check the updates.
I think it's better to provide more useful message for users
when it's offline.

Now if update will fail, corresponding message will be displayed with some most common suggestion on how to solve the
problem.
