Steps to reproduce:
-------------------
1. Set Implementation property of Default Debugging to JDK 1.1 implementation.
2. Set Show Action on Step Into property to false.
3. Step Into examples.advanced.MemoryView. This will start the debugger.
4. Step Into again.
5. Action on Step Into dialog will be shown.
6. Uncheck the checkbox in this dialog.
7. Trace Into several times.
8. The dialog will not be shown again.

In JPDA debugger it works fine.

Fixed in main trunk.

Verified in Netbeans build 20011012.
