core/src/org/netbeans/core/xml/FileEntityResolver (version 1.10) hangs the 
firststart of the EE and CE production builds.

I received these first start failures when using version 1.10 of the 
file. When I backed off to version 1.9, the first start problem went 
away.

I am going to rollback the commit which causes this problem
