For one thing, if I shrink the width of the properties window, the layout goes from 2x2 buttons to 1x4 while there is still plenty of width remaining to display 
the buttons' text. Also, only the top two buttons, Properties and Binding, are visible. First screenshot.

When I resize the width so that all four buttons reappear, 2x2, there's a gap between the bottom of the buttons and the properties themselves. Second 
screenshot.

Third screenshot shows the correct replacement after scrolling the properties window.
