Help menu option should have F1 posted to the right.

Also, all menu options may need to verified that they display available/correct shortcuts.

Robert,

The Help System only provides a mechanism for getting help, and each module of the IDE is responsible for declaration of the help context. 
Hence, please specify concrete use cases where there is an issue with getting help and address the issue to the involved product/component (or ide if it is difficult to associate the responsible component). 
The page http://netbeans.org/bugzilla/enter_bug.cgi could help in association.

I was simply suggesting that

Help | Help Contents

  should read

Help | Help Contents  F4

  as is traditionally done
