To reproduce:
 Start IDE.
 Switch Explorer window from Runtime to Filesystems. 
 If the mouse stays on tab Filesystems, the Explorer window keeps flickering.

This is tested on Solaris8 and windows2000 and it happens on both.

It seems like [JDK 1.3.x] issue, I don't know a number, but we have
had number of issues reported this ui problem.
see issue 5631, issue 5319.

But I am not sure that it is the same , I close this issue as WONTFIX,
if you think that it isn't the same, please reopen.

Resolved for 3.4.x or earlier, no new info since then -> verified.
