In recent builds Tools menu item disappeared from Popup menu.
Also actions from it are not available even from main tools menu.
(checked at least Tools->Analyze Javadoc, Tools->Create Junit tests)

Steps:
- Select a java file in explorer
- Invoke popup menu or open main menu tools.

Filing against platform/actions as seems to be side effect of #180979
