If no node on the file tree is selected subsequent "Tab" or "Ctrl" "Tab" skips this area.

In fact it does not skip this area, its just that the native widget does not indicate 
it visually. It is the first widget that has focus(when the dialog initially comes up) 
and an "arrow down" will subsequently select a node. The widget will get the focus back 
when the user cycles through all of the widgets using tab or ctrl-tab. The problem with 
the visual indication is a known problem(jdk bug) exhibited when using an embedded 
explorer pane and shows up in other areas of netbeans.
