Develop and integrate as part of the core Java Bundle an XSLT Debugger.

Related project: http://java.net/project/netbeans-xslt-debugger.

Note: XSLT is commonly used with XML files and this feature would be beneficial to have readily available.

Consider developing an XQuery Debugger as well.

I see the XSLT Debugger plugin (1.3.9) available in NetBeans 6.8 but not NetBeans 6.9 Beta.
