Development build of NetBeans 3.3.1 #200201090331 on Windows 2000 with JDK1.4b91

Description:
============
There are several A11Y issues on "Variable Editor" dialog. For more details take
a look at the attachment.

* TreeView has no accessible name. (Bug A)
* TreeView has no accessible description. (Bug B)
* The dialog itself has no accessible description. (Bug C)

Steps to reproduce:
===================
1. Download UIAccessibilityTester tool (*) and follow attached instructions.
2. There should be no accessibility problems found on mentioned page of wizard.
