I have installed netbeans without copying settings from previous installation. After i launched it i did not see usage statistic popup window. Performed some actions in editor. Then i closed netbeans and the re-launched now usage statistic window pop-ups. 

Product Version: NetBeans IDE Dev (Build 201110100600)
Java: 1.6.0_26; Java HotSpot(TM) 64-Bit Server VM 20.1-b02-384
System: Mac OS X version 10.6.8 running on x86_64; MacRoman;

As designed. If the user does not keep the option for usage tracking turned on in the installer, the IDE reminds the user on second start of the IDE.

Can you explain in more details what do you mean (how can it be achieved)? This is little bit blur for me.

I guess you are referring to the popup question asking if you want to help by contributing your usage stats to netbeans.org.

This popup question shows up intentionally the way you described.

No, i have no meant that, in windows this popup is seen during install but not on the mac, so that is misleading (why on the second  open)?

I don't understand your concern.

The window I am referring to pops up on the second start of the IDE. It is designed this way so that at the first start the user can immediately interact with the Start Page and the rest of the IDE. The second start is a reasonable moment to ask the user if she wants to help netbeans.org project by providing the anonymous stats about feature usage. The user can either agree or disagree and we never ask again. There is also a setting available on the most prominent place in Options dialog to turn this on/off.

Some installers also include this option at the last panel. If the user does not select the option in installer, the IDE asks/reminds the user once.

I know the usage of this window :)
 What that i don't like that mac installer is behaving none user friendly way, the window is popups only on the second run, not during  installing (becuase of nature of installer) or first run. That will only confuse users. That why i'm asking to revised design. I know it is small piece, but small pieces are making the whole product ;)

AFAIK the mac installer behaves like that because the native installer does not provide any support for customizing the UI, thus there is not way to ask for statistics during installation.
