Feedback for ListView and for reorder depends on issue 22049.

ListView is not used for any place where is DnD useful. So DnD is
implemented in ListView but no place where use it.
The good place for DnD is Filesystems|popup menu|Change Order but this
customizer is based on JList not on TreeView. The DnD support in this
customizer is implemented too but is disabled for now because the
customizer is show in modal dialog. Though there is a serious problem
if the DnD operation started on modal dialog can freeze whole OS
window system (e.g. X server on solaris). The heart is not known for
now it's investigating, maybe bug in jdk DnD framework maybe not. As
workaround the DnD operations are disabled on the modal dialogs (with
a user notification).

Generally, this task on ListView is implemented without any benefit.
The DnD in Change Order should be enabled when the described problem
will solved. DnD in Change Order will be tracked continues in this task.

This is the jdkbug, it's filed in bugtraq with P2/S1. This task can't
be implemented before this bug (see bugtraq #4676398) is not fixed.

There is a light solution for it: to allow do reorder in Filesystems
customizer, it's is built on TreeView. Good enough is enable DnD in
modal dialogs (jdk1.4.2 allows it) and do reorder by DnD.
