It may be I added Java 1.7.  NetBeans point to 1.6.27.  

I'm not about to default to 1.7.

Had some typos in the last comment:

This may be related that I added Java 1.7.  NetBeans default point to 1.6.27.  

It will not let me change the default to 1.7.

* (new) XML Schema (empty) was added in NB 7.1, see defect #203689
* you can install XML tools 4 netbeans to get an extended XML schema wizard

I don't quite understand how the Java version is related to the XML schema entry in New wizard - please explain.
